MassAccess “Building the Facility” workshop on October 13 at Stoneham Access Television

Residents and members of clubs and service organizations in local communities who are interested in working to establish a community public access facility or to build successfully start or to support a facility are invited to attend a terrific one-day workshop being held by the Mass Access part of the Alliance for Community Media (ACM). The workshop called “Building a Facility,” to be held on Friday, October 13 from 10 a.m. to 3 p.m. includes two informative sessions. The first session provides an overview of the vital first steps in planning for building or renovating a facility; the second session, “Portable Studios,” hosted by Kevin Long, a veteran technological consultant in the access field, provides useful information about setting up and videotaping community events “out in the field.” The workshop will be held at the new, state-of-the-art access facility managed by Executive Director Amy Palmerino in Stoneham, Ma. The workshop is $35. for ACM members and $45. for non-members. At the workshop, attendees can also purchase a helpful guide compiled by MassAccess called, “The MassAccess Start-Up” kit for $30. A Message from the Executive Director

Dear elected officials, WCTV board members, staff and friends, We, in public access community television, believe we had done all we could regarding legislative threats, but now we have another alert from the Alliance for Community Media and NATOA (National Association of Telecommunications Officers and Advisors). Another item may be brought forward from Congressman Barton. Please take just a few minutes to read the information below. Here is a brief synopsis of what the alert is asking: For persons who live or work in Wilmington, call U.S. Representative John Tierney (202) 225-8020 in Washington, D.C. (please call between 9 am and 5 pm) and ask for the Telecommunications Legislative Assistant. You can ask to speak to that person or to leave a voice mail. It takes very little time.

Say that you are concerned that Congressman Barton may be introducing a bill that would deprive communities of local franchising authority, and then continue with the following points: 1) Explain that each community is unique and each local franchising authority ensures that video providers meet the unique needs and interests of each community in a fair manner. Local franchising authorities are in a position to monitor the video providers obligations and local authority should retain the rights to supervise rights-of-ways (used by providers to bring services to the consumers) and recover associated costs as is currently done. 2) Explain that you understand that it may be necessary to implement time certain guidelines to ensure a speedy entry into the video provider market, but this should be done with fair terms for all concerned. 3) And finally, express the need for level playing field language of all video providers.

Is WCTV Important to You? Send Comments to the FCC

The FCC is soliciting comments on a proposal that would allow telephone companies and other video service providers to avoid seeking local agreements with cities and towns before they can do business. These agreements, called franchises, are what currently protect the funding and channels for public, educational, and governmental access. We are asking our supporters to file comments with the FCC today! Here’s how to do it: If you are a CCTV member, write some brief comments about your relationship to CCTV. Describe what you do here and how important it is to you. If you are a viewer, describe how important local public (Channels 9, 10, and 22), educational (Channels 98 and 99), and governmental (Channel 8) access channels are to your community. In either case, explain that you are concerned that CCTV and local channels will be threatened if video service providers are not required to negotiate directly with cities and towns. Once you have prepared your comments, send a copy to click here to file them. You will be asked to fill out a cover sheet; the Proceeding Number is 05-311. After filling out the cover sheet, you can go to the bottom of the form and paste in your comments. Producing Public Access Television

Throughout the country, over a million people - just like you -- are using electronic media to build a sense of community in their neighborhoods. They've learned how to run television cameras, set lights, edit video-tape, and produce top-notch television programming for their community! And all for the minimal cost of membership! You, too, can produce public access television programs!
Start with an idea. First comes the idea. Are you part of a community group that needs to reach your own members or your neighbors? Churches, synagogues, youth groups, Chambers of Commerce, civic organizations, political groups, and cultural communities of every kind are already using public access television. Why not join them by covering events or interviewing people in your community?
Become a WCTV member and take training classes! Attend classes in using a camera, editing, adding graphics, designing a dazzling show intro and outro, using animation and more! Knowledgeable and patient instructors will provide you with the skills you need to produce your television program. Once you have mastered the basic skills, you're ready to produce your own television program!
Produce your own community television program! You'll be able to help with or produce a studio production...or videotape an event "out in the field" using professional video field equipment. Throughout the taping and editing of your program, friendly staff instructors will provide you with guidance and advice. You can also find out who is producing similar programming across the country through the directory of winners in the Alliance's annual Hometown Video Festival!
Promote your program and get others involved!
Make sure people know about your program! WCTV will be pleased to schedule times and dates when your new program will be shown and to create a bulletin board announcement about your new show. When others in your community see your work, they may be encouraged to get involved with this terrific community resource! This is a great way to get word out to residents in your own community!

Programming Note

WCTV presents gavel-to-gavel coverage of all government meetings. When viewing the meeting in a taped replay, the meeting may have a brief break in coverage if it is a lengthy meeting, due to the necessity of changing the videotape during the recording process. Government meetings are not edited with the exception of adding the opening and closing credits.
