Our Organization:
              
Wilmington Community Television (WCTV) is a non-profit organization established  by the Town of Wilmington, Massachusetts in 1987.

Wilmington Community Television provides Public, Education, and Government (PEG) channels in Wilmington to viewers who subscribe to the cable television services provided by Comcast and Verizon.

WCTV provides resources to Wilmington to send information - not just receive it - through the town’s cable television systems.
Our organization exists to give Wilmington residents and civic organizations a voice on cable television...a forum on which the town’s residents can discuss issues of local concern, promote civic, educational and cultural resources in the community, and celebrate local talent and initiatives.

Wilmington Community Television
Encourages the use of our facilities, equipment and resources by our members
and the community;
Promotes the expression of ideas and opinions on a wide range of topics;
Provides classes that teach television production skills.

WCTV channels (Comcast 9, 10, and 22 - Verizon 37, 38, and 39) are administered by our staff. The organization is overseen by a volunteer Board of Directors and operates under state and federal laws and guidelines governing public access and community media.

across from the Town Common in Wilmington, Massachusetts.

”How can they show that on WCTV?”
(A Message From Executive Director Donna Gacek)

WCTV is a public access television station, meaning it is programmed by the residents of Wilmington who choose to place programming on one of our three channels.
Most of the programming you see on WCTV is actually produced by members of the Wilmington community -- either private individuals, community-based organizations, or the town government. This public access station is an electronic forum for free expression available to be used by the residents of Wilmington. Sometimes, viewers tell me "There ought to be a law about what I saw on WCTV last night!"

There is a law: the First Amendment to the U.S. Constitution, and its guarantee that
"Congress shall pass no law abridging the freedom of speech..."

Basically, any resident of Wilmington is able to produce his or her own WCTV program after becoming a member. Members take responsibility as producer of their program and they confirm that their program provided that they can assure us that their program does not contain any content that is libelous, slanderous, or obscene.
              
This illegal content is defined in our Member Policies and Regulations, which are available for viewing here. We maintain a public forum for the free expression of ideas -- even ideas with which you may disagree! --

The following types of content in programs is prohibited:

1. Commercials or advertising
2. Libel or slander
3. Obscenity and pornography
4. Any violation of copyrights, publicity rights, or invasion of privacy
5. Any violation of FCC regulations
6. Any violation of any local, state, or federal law.

If you see something on this channel that is not in any of the above categories, but with which you disagree, you can join WCTV and learn how to produce your own program or message on the channel to voice an opposing view to the programming. As Supreme Court Justice Brandeis said: "...avert the evil by the process of education...the remedy to be applied is more speech, not enforced silence."

Although WCTV is not directly regulated by FCC policy, which is applied to local broadcasters and network affiliate stations, we do follow this policy, especially with respect to the scheduling of programming.
